To fund the development of and establish a foundation for a formal workforce development system for the maritime industry by developing standardized curriculum for three crafts—Welding, Pipefitting, and Electrical; and to establish a means to sustain and expand the system to include all shipbuilding and repair production crafts.


To provide a comprehensive, standardized, nationally recognized, and universally available workforce development system that will lead to a pipeline of highly trained and productive workers while reducing costs for the maritime industry.


Critical workforce issues facing the shipbuilding and repair industry:
• Aging workforce
• Lack of technically skilled workers
• Lack of defined, standardized skill sets, curricula, and credentials for production crafts
• Cost of recruiting, hiring, testing, and training workers
• High turnover rate


Leveraging the resources NCCER already has in place, develop a national Maritime Workforce Development program for the shipbuilding and repair industry that includes:

• Modularized, industry-driven, task-based curricula
• Portable skills credentials
• A proven system to accredit instructors and facilities to ensure quality of instruction
• A proven system to certify individuals who successfully complete training through validated knowledge and skills assessments
• A national registry to record certifications and to provide individuals and employers with training transcripts and assessment results
• A sustained career awareness, industry image, and recruitment initiative
